Rome is not unmanageable

Walter Veltroni ci ha personalmente autorizzato a riportare tratti significativi del suo libro “Roma” : noi le consideriamo vere e proprie linee guida per una valutazione serena e obiettiva della storia recente della Capitale e per capirne meglio le grandi complessità ma anche potenzialità. Ci piace in particolare l’ultima parte dove ci dice che un buon sindaco deve avere “Un’idea generale della città, un progetto per il suo futuro, al quale ispirare gesti e decisioni”. È lo scopo del nostro lavoro: aiutare ad averlo questo progetto per il suo futuro.

Walter Veltroni has personally authorized us to report significant traits of his book “Rome”: we consider them real guidelines for a serene and objective evaluation of the recent history of the Capital and to better understand its great complexities but also its potential. We particularly like the last part where he tells us that a good mayor must have “A general idea of the city, a project for his future, to inspire gestures and decisions”. It is the purpose of our work: to help him to have it this project for its future.

È una città enorme, vero.

It’s a huge city, true.

Non mi stanco mai di ricordare che la superficie amministrata in chilometri quadri, è superiore a quella di Parigi, Berlino, Bruxelles e Stoccolma messe assieme.

Ma è una città meravigliosa, unica al mondo.

But it is a wonderful city, unique in the world.

Certamente per le ragioni che ciascuno, chiudendo gli occhi, può desumere dalla propria memoria della bellezza antica e moderna della città.

Certainly for the reasons that each, closing his eyes, can derive from his memory about of the ancient and modern beauty of the city.

Ma, sfido lo stereotipo, lo è in primo luogo per la meraviglia della sua gente.

But, I challenge the stereotype, it is in the first place for the wonder of its people.

Ho troppo orgogliosa fiducia nel valore della politica per non pensare che una comunità “sente” se è parte di un progetto generale che la riguarda, che la coinvolge, che la fa essere protagonista.

I am too proud of the value of politics to avoid thinking that a community “feels” if it is part of a general project that concerns it, that involves it, that makes it a protagonist.

Una città è un corpo vivo, non un insieme di mattoni e asfalto, non un’entità amorfa e fredda.

A city is a living body, not a set of bricks and asphalt, not an amorphous and cold entity.

Roma dopo gli anni terribili del pentapartito, ha ripreso il suo cammino.

Prima l’amministrazione di Francesco Rutelli e poi la mia hanno assicurato alla città un quindicennio di cambiamenti profondi, di buon governo, di recupero di ruolo nazionale internazionale.

First the administration of Francesco Rutelli and then mine have assured the city of fifteen years of profound changes, good governance, and recovery of a national international role.

In quegli anni Roma cresceva tre volte più della media nazionale e l’occupazione lo stesso, 10,3 contro 3,8.

In those years, Rome was growing three times more than the national average and employment was the same, 10.3 against 3.8.

Il 78% dei cittadini sentiva di stare bene nella sua città.

Noi volevamo in primo luogo che a Roma nessuno restasse solo e che la città avviasse quella ricucitura tra centro e periferia che occuperà il lavoro delle future generazioni, tanto è stato profondo lo strappo prodotto in decenni da speculazione e malgoverno.

We wanted in the first place that in Rome no one would be left alone and that the city would launch that mending between the center and the periphery that will occupy the work of future generations, so profound was the tear produced in decades by speculation and bad government.

Abbiamo perseguito questi due obiettivi con il consenso crescente della città e soprattutto delle periferie degli stati più popolari.

We have pursued these two objectives with the growing consensus of the city and especially of the peripheries of the most popular states.

Abbiamo concentrato la nostra idea di Roma lungo l’asse della questione sociale.

We have focused our idea of Rome along the axis of the social question.

Le periferie e i meno fortunati, il disagio e la solitudine. E poi abbiamo investito sulla cultura. So che questa parola spinge molti a “metter mano alla pistola” . Ma la cultura è un potente agente di ricucitura della città: uguaglianza delle opportunità e crescita civile.

The suburbs and the less fortunate, the discomfort and loneliness. And then we invested in culture. I know that this word leads many to “put their hands on the gun”. But culture is a powerful agent of mending the city: equality of opportunities and civil growth.

E per Roma – solo chi non la conosce può non saperlo – la cultura è il più forte traino di crescita della ricchezza diffusa, del lavoro, dell’economia urbana.

And for Rome – only those who do not know it may not know it – culture is the strongest driving force for the growth of widespread wealth, work and urban economy.

Roma non è mai stata città manifatturiera. Può crescere solo investendo sulla filiera cultura, informazione, tecnologia.

Rome has never been a manufacturing city. It can grow only by investing in the culture, information and technology supply chain.

Le “Notti bianche”, e tutto il resto, non facevano bene solo allo spirito, facevano bene anche al Pil e alla sicurezza economica delle famiglie.

The “White Nights”, and all the rest, were not only good for the spirit, they were also good for the GDP and the economic security of families.

Lo sport più popolare a sinistra, e’ l’autocritica spinta fino al gusto sublime dell’auto flagellazione e così è stato anche per tutte le amministrazioni progressiste romane da Nathan a Marino.

The most popular sport on the left is self-criticism pushed to the sublime taste of self flagellation and so it was also for all the progressive Roman administrations from Nathan to Marino.

Anche quando governava Petroselli c’erano i teorici del “non basta mai”, i “benealtristi” , gli insoddisfatti cronici.

Even when Petroselli ruled there were the theorists of “never enough”, the “benealtristi”, the chronically dissatisfied.

Così come la corrispettiva assenza di spirito critico sul proprio lavoro e la propria esperienza.

As well as the corresponding absence of critical spirit on one’s work and one’s own experience.

Ho descritto tutto ciò cercando di dare il senso di un’ispirazione non scevra oggi come allora dalla coscienza di limiti ed errori.

I have described all this trying to give the sense of an inspiration not free today as then from the awareness of limits and errors.

In altre nazioni non si ha paura di esaltare ruolo e potere della capitale, di dotarla di mezzi finanziari e poteri adeguati.

In other countries there is no fear of exalting the capital’s role and power, of equipping it with adequate financial resources and powers.

Invece Roma è stata sempre oggetto del disamore della nazione. Disamore che è cresciuto in questi anni. Roma ha pagato un prezzo altissimo con “mafia capitale”, l’inchiesta che ha disvelato l’intreccio tra due parole che mai avrebbero dovuto incontrarsi.

Instead Rome has always been the object of the nation’s disaffection. Love that has grown over the years. Rome paid a high price with “capital mafia”, the investigation that revealed the intertwining of two words that should never have met.

Contro il malaffare, che non smette di riempire le pagine di cronaca, le persone e le forze sane della città dovrebbero unirsi, al di là delle divisioni politiche. Mi auguro accada.

Against malfeasance, which does not stop filling the news pages, the people and the healthy forces of the city should unite, beyond the political divisions. I hope it happens.

Negli anni di nostro governo noi abbiamo cercato di accrescere il prestigio di Roma.

In the years of our government we have tried to increase the prestige of Rome.

Quando andavo a Milano a illustrare,su invito di un intelligente giunta di centodestra, il modello della Capitale, avvertivo una sensazione di rispetto e di ammirazione che oggi si è invertita.

When I went to Milan to illustrate, at the invitation of an intelligent junta of the center, the model of the capital, I felt a sense of respect and admiration that today has been reversed.

E quando “Time” metteva in copertina il sindaco di Roma con quelli di Berlino, Londra, Parigi e Stoccolma dicendo che stavamo “affermando in Europa una nuova visione della vita urbana”, la città avvertiva che questo era quello che si stava cercando di fare.

And when “Time” put the mayor of Rome on the cover with those of Berlin, London, Paris and Stockholm saying that we were “affirming in Europe a new vision of urban life”, the city warned that this was what it was trying to do .

Non ho mai commentato il lavoro dei miei successori . Così come non ho mai scaricato problemi ereditati sui miei predecessori. So quanto sia difficile quel ruolo, quella responsabilità.

I never commented on the work of my successors. Just like I never downloaded inherited problems on my predecessors. I know how difficult that role, that responsibility is.

Roma non è ingovernabile.

Rome is not ungovernable.

Le buone idee possono rimotivare i cittadini senza la partecipazione dei quali nessun buon governo della capitale è possibile, ma un buon sindaco deve portare con sé, quando entra in quello studio, due cose. Un’idea generale della città, un progetto per il suo futuro, al quale ispirare gesti e decisioni.

Good ideas can re-motivate citizens without the participation of which no good governance of the capital is possible, but a good mayor must bring two things with him when he enters that studio. A general idea of the city, a project for its future, to inspire gestures and decisions.

E poi “l’ago e il filo” con il quale ricucire gli strappi urbani, quelli delle cose e quelli tra le persone.

And then “the needle and the thread” with which to mend urban tears, those of things and those between people.

E a Roma devi sapere che esiste una priorità assoluta: le periferie e la qualità sociale della vita dei meno fortunati .
